Doubtful, they would need all their best armour on the combat fronts (and there was never enough for them). Any tanks being used for internal security/anti partisan operations in relative "backwaters" were usually older or captured models (e.g. Somua S35, Renault R35 etc.).

I never saw a pic in Norway with a Panter. Even during the invasion in 1940 the pics I saw never had very big German tanks in them.
During the occupation yrs the only ones I saw in pics were Somuas and Panzers I's.
