Dragons Kit 6377 US Mountain Troops depicts figures in cold weather uniform. Could these figures be used to depict a cold weather scene in Northern Europe after the D-Day landing?

I think you can but there were only a few units that got the reversable winter jacket.
The large Rucksack I think was only issued to the mountain troops & some special forces units.
As for the rest of the uniform & equipment it looks like standard kit.
The trousers are the later M43 pattern which were issued towards the end of 1944 but these didn't arrive to all the frontline troops.
I'm sure that someone else will know a bit more & be able to help better.

Would it be safe to say, they may have been used during the Battle of the Bulge
through the forrest mountain area of the Belgium Ardennes.

Yes I think you'd get away with using them. The only thing I would change would be the large Rucksack I wouldn't use it.
I'd either give them a Mussette bag like what the Para's use or a Doughboy haversack like the standard Infantry use.

The way these figures are kitted out is very specific to unit and theater. The 10th Mountain and 1st SSF were the only units that were issued the anorak and mountain trousers (not m43). One of the troopers is wearing the hiking/ski boots. Again, these were only issued to these two units. Sorry to say, but I'm afraid that using them for anything other than an Italian campaign diorama would be a stretch.
