I have once tried to flat coat pastels on a 109 with testor's dull coat and it didnt have good effects ( maybe because the pastels were applied without any medium). What flat coat do you recommend , if any, to flat coat pastels?

We've got probably a dozen discussions on this, the air-pressure in the Testor's cans is often too strong, particularly devastating to lighter color pastels. Several options would be to airbrush the dull-cote if you can, or what sometimes works for me is spraying Testor's glosscote over the pastels and dull-cote over that.

I've had quite good results applying pastels over a coat of Micro Flat... and airbrushing a second coat to seal them. I think, whatever you use, you'll find some some pastel colours will be intensified, while others seem to disappear... it's a bit down to trial and error to find what suits you.

flat coat,
put my chalk on (charcoal sticks)
then testors dullcote it.
When I spray I start out far away.
Then when thats dry, I spray closer to seal everything.

Micro Flat is a water soluble varnish from Microscale. My bottle is ancient... but I think it's still available. It gives a really nice, no fuss finish...

Do you really use oil pastels for weathering? How?
Oil pastels can not be used for weathering like the "chalk" type... at least I've never heard of using oils. The chalk type are used in their powder form which are lightly brushed on for a "feathering" effect. The same can't be done with oils.

No, I use soft pastels ... But I was just wondering what is the problem with using the oily ones. I have never used them, I dont know how the results would come out.
