Insert a pin in one or both legs which will give you something to attach it to the permanet base.
Make a holder similar to this from scrap wood, bolts, wingnuts and screws. The Duck tape reduces the chances of slivers.
Release the bolts and attach to the base upon completion.

I chose to cut a wooden dowel into ~1" lengths.
Some have been drilled to accept pins inserted into the figure's leg and others used to hold the figure with either Elmer's White Glue or blue tack.
