Ran across this whils looking at a walkaround, notice how Missle fins are fixed to the boom, I wonder why? for are where clearence is low? any thoughts

This normal.
Don't stick the limb in the forest.
Travel position, the outer wings dismount.
Mounted position wider the 2P24Spu (Tel) vehicle.
