Does anyone know what civlian car it was based on? I admit this particular vehicle strikes me as rather comical with the rectangular armored plates on top and the fancy-schmancy fenders and wheels on the bottom.

The earlier FAI was based on a Ford Model A (GAZ A as license-built in Russia), and I think the BA-20 and FAI-M (FAI body on the BA-20 chassis) were on a stretched version (the GAZ-M1)...

According to James Kinnear's "Russian Armored Cars 1930-2000" book, the BA-20 was indeed built on the GAZ-M1 chassis. The original chassis was redesigned to accept the heavier armored body of the BA-20, modifications including an updated differencial, rear axle, and springs.
