The US DoD does not purchase the services from or enter into agreements with the services that issue "certificates" for "trusted web-sites."
There's no concerns or problems with the site. Before I became "providentially unemployed" (i.e. retired), I served on active duty in the US Army for 26+ years. The "warning message" that pops up on this site is the same one that all the US Army web sites generate.
