please help how do i make frost the type seen in winter probably in russia i need to know what type of techniques there are to make a convincing thick layer of frost.

A couple of ideas to experiment with
Hair spray - a fine mist over your base may produce a whiteish layer.
Arisol spray adhesive - I know some of these will leave a white layer.
Maybe even a light misting of a clear coat or a mix of white wite and a transparent paint.
The one big thing is to test it on sample/junk base material. You will want to mask off areas that you don't want frost on.

I agree with slodder, but I use also salt or better bicarbonate whit liquid glue

Also, CA glue leaves a white frost, suitable for use on windows.

I tend to use watered down white glue or spray adhesive the sprinkle or blow on Sweet N Low. I know it is a sweetner, but it does not seem to attract ants or other insects and never yellow.... not sure I want it in my coffee come to think of it...

For a frosting ........ I would go with slodder´s idea with a misting of gloss white and clear mixes 50/50 and thinned heavily. Frosting /dew gets everywhere and the white hue will cover everything that doesnt move. Spray from above so all horizontal surfaces are evenly coated and anything that hits a vertical surface will be lighter and should make for a nice effect.
