By NVA I mean the East German army, eheh. I got the SP Designs model and I was wondering if I could build it as a NVA vehicle.

There is no evidence I can find that the NVA used it. It looks like plans were that the Russians would be handleing C&C functions at that level if the balloon had ever gone up.
I may be wrong though, but evidence so far points against it.

I am not sure, from that info, if the NVA had it, or were preparing to get it. All other info I have seen suggests that they were going to procure it or in the process of training up on it, but reunification took place first before they were put into service.
