First of, the 9040B is only in service in Sweden.
Secondly, cut the caps, it's considered shouting and makes the text harder to read. :-)
Now to your question.
Yes, you can do an all dark green 9040B.
It's not common but it has been seen.

For the Swedish dark green I normally mix Humbrol 80 + 33.
