Does anyone make a large scale military Humvee say no smaller than 1/24th no larger than 1/16th? My ex wants one and it would make a great Christmas present for her

I don't know about models of one in those scales, but there are a lot of companies that make diecast and plastic hummers (toys/collectibles). 21st Century Toys makes a good one. Of course if you want one for display this would be enough, but if you really wanna build one; sorry, can't help you out there. Maybe someone else knows.

Tamiya makes two in 1/20 scale. Its made out of die-cast metal.
They make 2 models:
23007 M1025 (semi--assembled)
23008 M998 (assembled)
Saw this in my old tamiya catalogue of 1997

Maitso makes both a 1/27 and 1/18 scale diecast hardtop (m1025/M966). Both can be found preassembled or in kit form in either tan, OD or camouflage. Found at local KB Toys. Detail is soft.
