Hi, first I want to know what the scale of the dio is and further you can use a black flat spray and drybrush it with Codex Grey (Warhammer color) and maybe you can drybrush it very thin with Space Wolves Grey (Also Warhammer paint). You can buy the paints at the nearest Games workshop, Good luck

It kinda depends on the scale you're looking for.
One thing I've seen done for texture on tarmac is Sand Paper. Get the appropriate grit for scale. Then you can cut it into sections and glue them down. Then paint them as mentioned above or in the desired scheme.
Obviously that will work best for new construction - for your paticular case. You can put a dark wash over the entire tarmac. This will give it a dirty affect and seap into seams and give them depth. I would use an oil wash of burnt umber or very light one of black. If oils are not an option then I would use Tamiya Dark Brown with a touch of black.
You can also use a thin wash as oil stains. Fill a brush with a thin wash and drip oil stains around the base. You can also add skid marks by dry brushing black/rubber color on the appropriate areas.
