Hey Paul, Testor/Italari had a field shop set that is still around in plastic. You'ld have to extend the legs on the lift but it comes with torch tanks and caddy, hand tools, tool box air compressor some drums and table. Pretty handy set for dio builders.

Those items can also be scratch made easily.
Some thin wire or round Evergreen. The tanks can be a pen body cut and a bit of putty. You can use buttons for pullies.

Eduard has released a PE German tool box (with tools) that may be worth a look (TP030) :

Verlinden makes one as well :

The Italeri field work shop is a great starter for your plans. The frame will have to be made longer to sit above whatever tank you will have, but some basic plastic lengths will do for that. YouŽll also need some fine chain.
As it comes with gas tubes and trolley, you have some things being welded onto the back ... typical stowage frame as seen on many WW2 German tanks. This can be painted up as metal and can be painted accordingly, including scorch marks from the welding. It also includes a compressor, so the tank can be getting a field re-spray or camo being added. I often thought of doing this myself.
