Hey everyone, hope you all had a great Christmas day.

I am planning a 1/35th scale diorama that calls for modern civilians. I tried looking for some, but I couldn’t find any. I was wandering if anyone knows where I can find some.

You'll probably have to do some converting. The only 1/35th scale styrene civilian figures that come to mind are those by Preiser and Masterbox, which depict people from the 1940's. The old Esci Partisan set depicted combatants in civilian clothing. Masterbox has some "Women at War" sets with females in military uniforms that could be converted to represent modern business attire.
You may be able to find some compatible 1/32nd scale styrene figures intended for model railroads (it's one of the scales supported by G-Gauge train manufacturers, though most G-Gauge stuff sold in the USA is in 1:22.5 scale), or possibly model car figures (though 1/24th and 1/25th are much more popular).
Beyond that, you'll have to explore the various resin figure lines.

If you tell us in detail what types of dress and poses you need we could recommend figures that may be suitable

Hi,

I would like the men to be standing perhaps with their hands behind their backs in a loose manner as one might be when observing something, or possibly one of them with a hand to his chin as though he is thinking (just like someone in a museum or zoo). They must be casual, wearing a pair of jeans with a t-shirt or shirt. The women must be in similar poses. But I am looking for more men, a ratio of 1:2.
Hope this is detailed enough.

Mk 35 of France has WW!! civilians you might be able to convert.

I wouldn't discount the Preiser 1/32 figures so quickly. They are very close to 1/35 and can easily be mixed w/1/35 vehicles. They can also be mixed with 1/35 figures to represent taller individuals.
