54mm is a size usually used by (I hesitate to say "reserved by") historical figure manufacturers. It loosely translates to 1:32 scale, a scale which I think Airfix were the last to produce figure sets in. They do occasionally re-release of these, however I don't recall a set of Navy SEALS in the range. If you're looking for 54mm figures of SEALS I doubt you'll find sets, perhaps the odd pair, but most likely single figures. If this was simply a typo, and you meant 1:35 scale, much of what I said above is moot. I think DML released a set of SEALS in the '90s. As Joe mentions above Bravo*6 Miniatures have released several Viet Nam War era SEALS.
