I am wanting to apply pigments to my model but am afraid that they will come off with light handeling....can you clearcoat them ? and what is the best for coating. I'm looking to get a flat finish.

First is you would apply your pigments to a flat coat,they adhere better to flat.Pigments may be fixed with a number of things,alchohol and thinner are common,just use one that will not destroy your basecoat,thinner on acrylic and alcohol on enamel should be ok.that should hold them on pretty good.even a final dusting isnt that fragile,just avoid heavy handling.
But don't overspray pigments with clear,it will diminish and disolve them.

Anthony is absolutely right
Fix it with (F.E) rubber alcohol,acrilyc resin, turpenoid or MIG pigment fixer and don't spray an over coat...
