It is not a ratchet strap, it is a towing strap, with loops one each end. The lower loop is attached to the front of the HWMMV with a clevis. The other end/loop is normally secured to one of the lifting points that comes through the hood. The bulk of the strap is arranged in a series of "s" folds and secured with a zip tie. Securing the towing strap in this manner allows it to be attached to another vehicle very quickly to recover disabled vehicles in combat situations - reacting to IEDs, being under small arms fire, etc.
