MK35 Editions do a range of French civilians, including a René Atrois looking waiter.

Verlinden use to have a figure duo called The Haircut. The barber was a heavyset civilian that could easily pass for a waiter or a tavern owner with little or no modifications. The second figure is a seated German soldier. I picked up my set back in the 90s. They didn't have it listed over at the Verlinden Site or on eBay.
