I just got a package of ICM figures Armies of the World in Miniature. They are excelent! As good as Tamiya, with a better fit of pieces. The only thing DML has on them are the vinyl heads. And, at $5 they are a great deal. I'll try to get some pictures up of the five I'm working on.

Icm sometimes supply figures for tamiya kits, Icm are one of the companies who are starting to improve their line of products too. Tamiya figures are considered by many to be not so hot. poor moulding, sometimes lack of entire areas of detail, miniart are really pulling through with figures in the current market, masterbox, and DML gen 1+2 figures are very good, although my budget doesn't always allow it i do much prefer the detail of resin figures.
the only vinal heads i can think of are the DS heads in some armor and halftrack kits, and the plastic is better as it holds detail better.

The ICM WWI British and German figure sets are excellent. Great detail and poses. The officer in the "Operation Barbarossa" set is as good as any injection molded figure I've seen. The newer ICM sets are pretty good too. You have to watch out though, because the molding and quality can vary from very poor to excellent. My advice is to read reviews on these figures before purchasing them. Just my two cents!

i like icm's figures they've got good detail to them and build up really well, way better than tamiya's figures hence tamiya's recent re-releases with bonus icm figures, though if i'm not mistaken tamiya's latest figure releases are in actual fact masterbox mouldings, what gives this away for me is the build up sequence and the resealable bag the figures are now packed in a dead give away.

The set I purchased (1/35 German infantry on Eastern front, with officer, pointing enlisted man and two standing figs) was so bad I threw it away. I couldn't even use them for corpses, which is what I used to do with poorly sculpted Italeri figures in the 1970s and 1980s. It's nice to hear the company has come up with some decent figure sets.
