As I think of this I would take some streatched clear sprue and embed it in the water as a bullet path. Leave a bit sticking out above (1-2mm). This will give you a bit to sculpt over. Use some 2 part epoxy or some super glue (Zap a gap - thick stuff) to dap on a bit on the sprue as spashes. Add a bit of white paint to darken up the water at the splash point.
Depending on the water product you may even be able to use wire as the path. Pour one layer of resin water. Then using a 3rd hand tool hold a piece of wire in mid air where the bullet will be. Coat the wire with WD40 or some type of lubricant. Pour the next layer. Let it harden and then pull the wire out. THis will leave you with a clear open tube. You may be able to drip in some tinted thinner to alter the color. I have NO idea if this would work -but its worth a try.
If you are on only after splashes above the water it epxoy and paint slowly applied and sculpted as it drys. Then you paint it with whites and variations on the water color. You can use the clear sprue idea above as a base. To sculpt from.

There is a neat section in the Kalmbach book I link to below about making splashing water with acrylic gel medium. There is a picture of a vignette of three SEALs splashing through a creek. If anyone is interested in this section, please feel free to let me know.

I got the following on a cool website dedicated to PBRs:
"A Special note on how to make bullets hitting water, Paint a sewing needle or pin white, and while the paint is still wet, wrap on a wisp of cotton. When dry, pull the cotton up and presto, just stick it in your water scene. Use various size needles to "walk the bullets in". "
