Would this be suitable as a replacement for up-armored Humvees?

They've been showing footage of them on the news here in the States the past couple days or so.

I'm still having a hard time understanding what the Cartels hoped to achieve with such a vehicle. Some of the footage circulating shows the inside, and its got a 2-3" thick concrete box under all of those steel plates. Surely very well protected, but the footage of it driving around belies that its top speed no doubt leaves something to be desired. You're not exactly going to lose the authorities driving that thing. Maybe someone got it in their head to build a vehicle for raiding rivals or police stations?
