Starting to build a block in Fallujah during operation Al-Fajr. Anyone have any ideas how to build a road?

It all depends on the size of your diorama and what kind of detail you want to include. You really need to give more info about what kind of road you want .. modern main road, back road, dirt road, gravel, tar, concrete, clay, etc, etc.
If you want a simple method with enough area to place a tank upon, you could use a sheet of sandpaper with suitable corn size, to represent a modern tar road. Spray it black and then mask, and spray road markings with white or yellow or both. Then overspray the base with very thin buff and/or grey to imply dust. Below is two images of this.
There are some excellent modern road accessories available today to really give a modern middle eastern road. Im sure there will be more tips from others. The more info you supply, the better the tips will be.
