I sent the website an email asking them about it and this is what they said:
I don't know why they said it was in B&W, because the pic i saw was in color? Oh well, guess i better get myself some of that stuff!

There is one simple answer to your question. Yes, the person who did
the diorama did put a lot of time and care into it, but the reason it looks
so good thanks to "black and white" film. Everything looks cool with B&W.
The water is a product called "Realistic Water" by woodland scenics

Try here for a very good how-to on making water. It is one of the better ones I have seen.

Great link Linz. Your right it is one of the better ones I have seen. I think I might try that out if it's not as expensive as i fear it is.
