Dear friends,
a) Can the Dragon Abrams M1A2 (Sep) incorporate Legends TUSK set?

b) If not, which Abrams should I use? Can I use this Trumpeter kit for Tusk?

Thank you for the patience, I am an Abrams newbie

Yes, Legend makes two versions of the TUSK 2 set, one for Tamiya's M1A2 and one for Dragon's M1A2. The sets are pretty much the same, the Tamiya version has a few more pieces not present in the Tamiya kit though. Either version will work on the Dragon kit.

Same for the PSM conversions, by the way.

Stay away from the Trumpeter kit, as far as I know they still haven't fixed the front turret errors. The set in your link is for the Tamiya M1A2, if you want the one for the Dragon M1A2 SEP (the best kit IMO) look for LF12A5.
