You should check out Archer Transfers. I've used their 1/35 scale Vietcong flags, they are excellent. They have a good selection of other flags mas well, including Third Reich swastikas.

From memory there is or was a company that sold 1/35th scale cloth flags of the type you are looking for. They are on this site but I cannot remember the company name.

Do an online search for the flag you want and choose a flat depiction. Download it and drop it in your word program as you would clipart. Resize as needed and print on white paper in your best resolution. Carefully cut out the image the apply thinned white glue to the back and drape. If you need a two sided flag, determine what the reverse looks like and make a reverse image in your picture editor and paste the two images together in the editor and save it before importing it to your word program. Agai, apply thinned white glue to the unprinted side after cuting it out and fold it over. Add furls and folds. Let dry and shade/highlight. Attach to staff with thread, thin white metal strips, foil, etc., unless your reference shows the flag wraps around the staff, then you'll ned to adjust your editing to have adequate "material" to wrap add fold the flag over the staff.

I went to a wargames flag site mentioned on Pauls Bods (on armorama). They have a selection of world flags from 1600's to today. Free down load also. Thats where I got my union flag for my A.C.W. dio. They print out both sides of the flag and all you have to do is fold and glue. There were two types 0f flags, 1- kind of clean like a picture and 2- stressed with and without battle damage. Just check out one of Pauls Bods postings. It should be on the lower right side towards the bottom.

Wow! My Dad used water slide decals that he made in Word as talked about above. He put them on white tissue paper.
