Without seeing the figure, I'll make an assumption that the name "NATO in Miniatures" implies a fairly modern figure, not the MVD which replaced the NKVD after WWII, That would make it proper for some time after the reinstitution of the MVD, AFTER the dissolution of the Soviet Union.
I KNEW that degree in Russian would come in handy one day.

It would be suitable for Chechnya. Perhaps not post 2002 but definetly the 1994-96 war and from about 1999-01. Uniforms began to change and standardize much more around 2003. I'm not sure what the MVD would have been wearing at that stage.
