I still have no idea who to vote for, but where can I vote when I come up with someone? Do I just post it in here, or do I have to do that somewhere else?

Also, who can I vote for? Only new members or all registered Armorama members?

What usually happens is that there will be a thread opened in the Site talk where you can give somebody up for the User Of the Month. This can be either a great poster who always offers good help or/and is always using a good sense of humour or for big contribution to the site. Or you can give up a guy who helped you out in good and usefull ways.
Then when all the nominees are sorted out (usually 5 or 6) then there will be a voting box opened under the link User of the Month on the Homepage. you can find this link top left in the grey box. Here all the nominees are visible and you can vote for the one you think deserves most
