Hey Lou,
You didn't say what price range you are interested in, but I have an Iwata Smart Jet Pro, which isn't too big, is very quiet, has a built in regulator and moisture trap. It's not cheap, about $290, but it is a GREAT compressor!!

Lou,
As Curtis said, it depends on your price range. The Silentaire Supersilent compressors are the quietest on the market - they run on a refrigerator compressor - but are all $600 and up. The Scorpion and Smart Jet are both quiet, auto-on compressors, about as loud as a large fish tank and only run when you press the airbrush trigger. I'll add one more to that list - the Grex AC1810-A for $199.

Harder & Steenbeck Eurotech 10A, runs about $250 CDN

Comes with the water trap, regulator, braided airline, and with a solenoid switch that will shut the compressor off when not using the air and turn it back on when you are.
Works awesome, I just got one in the past couple of weeks (despite selling them for a few years), and really don't know why I waited!

just bought a Scorpion 2 for the VA hobby program, assuming that it would be the quietest and best solution for the small room we have. I seem to be having some issues with set up. THe compressor will cycle on and then stop. There is air going into the regulator but not coming out. I cannot get the pressure to change on the regulator as well. The needle stays at 0 and does not move, ever. Can someone please help. Need to get this back to the VA tomorrow and have it running too. If anyone can help please let me know. CHeers.

Damon,
I was just looking at the regulator in the Scorpion II Brochure. My Grex basically operates the same way. Hook up an airbrush to the regulator so that the system can build up pressure.Turn the compressor on. The adjustment knob on the regulator should pull straight up with a click to allow you to turn the pressure up and down. In this case crank it up. Don't pay any attention to the locking collar at the bottom of the knob, just screw it down out of the way.
The pressure should come up to what you dialed it to, and the compressor should only come on when you press the trigger on the airbrush.
If this doesn't solve the problem, call Silentaire first thing in the AM and get someone to talk you through troubleshooting until they get you an answer.
