Hi
You mix it with paint to make that paint/varnish matt finish. You don't use it on its own.

You would need to use a matt acrylic varnish

X-21 is to be used mixed with gloss paints to turn them matt. It is not a clear varnish.
To get a matt finish with acrylic you'd better use the XF series of paints or use a matt varnish as stated by Darren.

Vallejo makes excellent Matte Varnish, # 70.520.
I mix 2 parts Tamiya X-21 to 3 parts Future floor polish for a dead flat flat clear finish.

Okay Amin,
I spent an entire day with two Dunkelgrau test models ( a great color to show gloss or frosting) and I mixed 8 different ratios of X-21 Flat Base and Future. I marked off the models into sections with a black Sharpie marker and wrote the ratio in the section. I then masked and sprayed each mixture, let dry for 24 hours, and judged the results.
2 parts Flat Base to 3 parts Future, or 40% Flat Base to 60 % Future, however you want to express the ratio, gave me the dullest, flattest finish without frosting. This is in 70° with 70% humidity. I have been using this mixture for 4 years without one failure, ever.
So, I hope I can help you solve your problem. What did you do, and what went wrong? Fiasco could describe anything from a glossy finish to your model catching on fire!

No that will not help at all as X21 is made to mix with gloss paint to make them matt, it will not work as a varnish ever. I have become quite keen on the rattle can matt varnish by Tamiya which is TS 80. The reason it works as described by Matthew Toms is that Klear is basically a gloss varnish and so the X21 makes it function as a matt varnish.

Advice backed up by testing is always good. Maybe a picture or two of your results would help as well.
Cheers
