Did MP in Iraq used RHINO devices & DUKE antennas on their M1117 or this protection was used only on Army M1117's???

Yes, they were also used on M1117s.

MP's are part of the Army, our trucks are Army vehicles.

Nope, we do have CID, Criminal Investigative Command, but they still are part of the Army. Without getting into too much detail, MP's are no different than any other Soldier unless they are acting under the commander/post commanders authority for law and order operations.
Despite the old MP mantra of "Don't confuse your rank with my authority", MP's are no better or worse than anyone else.
