In my opinion this stuff is too soft. As well as absorbing, it will fall in if any pressure or weight is placed on it. It would mean you would have to have a very thick layer of ground cover on it to be secure. It would be horrible if you were almost complete and finishing of some detail and with a little pressure it caved in. My suggestion is to use some expanded polystyrene to build up your height. It is available free from any elctrical store, or especially where they sell kitchen appliances. Just ask for some old packing. Thick cardboard would even be a better opton if you were stuck.
I wouldnt take the chance with flower arranging blocks. When this stuff gets old, it turns to dust and crumbles. You could be cleaning your dio in 3 years time and it could fall in! Shall you take the chance?

Once again, I agree with PB... you can certainly "try", but the effort might be frustrating. Instead, go to Home Depot , Hobby Lobby, or Michael's and get some of their rigid white hard "open cell" styofoam sheets. The stuff is perfect for a groundwork base, easily molded, yet far FAR stronger than the Florist Foam. Coat it with Spackle paste to seal it, then go to town!

use styrofoam or anything else but not the green flower foam, it will be rubbed out and ruin all your effort . i used it once in a small dio and a clumpsy handling with lill weight on it and ..splash.so many other materials..avoid it
