Need some advice on Pre-shading.

I was wondering if painting my Cromwell from tamiya with its base color then pre shading on top of the base coat and then after that painting over lightly with the base coat gives a better effect than just pre shading over the primer?

Nah, it would give you the same effect and just use more base color.
