I usually spray my models down with Mr. Surfacer as a primer before any colors. Yellow will cover Mr. Surfacer nicely.
That said, white is a good base color for yellow. I would still recommend painting the model a grey or white before you spray the yellow. The yellow will come out more consistent then relying on the as casting color alone.

Hi
You need a white base. Usually all the yellow paints (acrylic or enamel ones, unfortunately it doesn't matter) are not much covering, so a dark base would you force to apply several coats and you would risk to have a too thick layer of paint.
Regarding the primer, if you have an airbrush I'd advise you Valleyo white acrylic primer. Otherwise a rattle can of Tamiya fine white surface primer can work perfectly
cheers

ACE hardware has a yellow primer in their Rust Stop line of spray paints.
I've used their Rust Stop gray primer before and it's GTG, but it's not sandable FYI.

I'd recommend the Vallejo white acrylic primer also. Make sure you wash the model with Windex and rinse with water before priming.
