Μig filters and pigments

I would like to ask some questions about the correct use of filters and pigments of MIG. Suppose that we have finished our model painted with enamels or acrylics. We also have applied an acrylic gloss varnish or maybe matt varnish since the first following step is the application of filters? The series that follows is:
(1) We pass filters,
(2) We wash with oil paints
(3) Pass matt varnish acrylic
(4) Pass the pigment fixer with brush
(5) Brush the pigments with a brush where is necessary to simulate dust not mud and weather the basic paint.
Is the above series correct? Could the third step be ignored because of the fourth, since fixer as far as i read is a very diluted matt varnish? Can we apply the MIG pigment fixer before the pigments with no need to seal the pigments afterwards? Finally could all the above be done with a brush? Thank you in advance.
