Darrell welcome back to the hobby... I use Gino's method as well just as Rustoleum is not available locally, I use Game Workshops Rough Cote. Basically the same just a bit different in colour (my example gray) and texture.
Other methods that work as well just more time consuming are decanting mr.surfacer 500 (a liquid putty from Gunze Sangyo) into an airbrush and diluting it with something like lacquer thinner and spraying (variation of the fore mentioned technique but with slightly more control)
Layering Tamiya's extra thin cement on plastic surface and stippling it with a coarse brush. This is the least controllable method IMO, but works well if you're out of options or need to do something specific. (like tarmac bases from styrene etc...)
