I'm looking for a source of individual weapons in 54mm / 1:35 scale for both civilian and military. Can anyone help?

What kind or era of weapon. There are weapons sets available for almost any weapon from any timeframe that you want. You need to be a little more specific to get a good answer.

You are right. I'm looking mainly for items from the late 1800's through the mid 1900's. Things like military lever and falling block through bolt action rifles, older types of weapons like Winchester lever actions and revolving pistols. Also all types of shotguns.

You might Andrea Miniatures for accessory weapon sets (54mm) in their old west series. 1/35 German Mauser rifles date to late 1890's. But there is quite a noticable difference in scale between 54mm and 1/35, so if scale consistency is an issue it might be wise to stick to 54mm as a wider range of weapons is available in that scale. Try searching Red Lancers or Colorado Miniatures on line catalogs. There are companies that make WWl 54mm figs and accessory weapons.
