In a lot of my reference book, colors are referred to "FS# and RGB#. What do they mean and where do they come from?

The FS# referes to the Federal Standard paint ID Number. This was implemented so that various manufacturers of the same item for the gov't had a set of guidelines to follow when painting new equipment, as well as the maintenance guys that have to repaint stuff from time to time.
If you have an iPhone/iPad, there is an app called iModelKit that lists all the FS paints, and it also has a paint mixer portion where you can combine different paints of various manufacturers so you can get as close to one of the FS paints using your current stock as opposed to shelling out $$$ for another brand.

Unfortunately for some months now the chart does not launch through the webpage using Mozilla! Is anyone else facing the same problem?

Same here, it won't load through Mozilla, but it does load using IE8.
