That is called silvering,in order to get rid of that you need to tri the decal as close as you can,the you must gloss coat your model or the area of the decals. When you apply your decals over the gloss surface,it allows the decal to lay flat.If the model is to be a flat finish, then yes you would seal the decal with a flat clear,it protects the decal from the filtering and weathering process

+1 on everything that Anthony says but I also apply at least one more clear gloss coat over the decals before I spray the flat coat. The gloss clear seems to have a little more "body" and blends the edges of the decals better than just clear flat.
(I use Testors Dull Coat lacquer for flat coats, so that might just be a property of Dull Coat. Other clear flats might build up heavier.)
Depending on how thick the decals are, sometimes I even spray 2-3 additional gloss clear coats to blend the edges before the flat coat. (For example, I find Tamiya decals to be very thick when compared to many others.)
I use either Future floor wax (airbrushed neat) or Tamiya X-20(# from memory?) clear gloss. The Tamiya clear is easier to clean, but dries more slowly than the Future, so I'm kind of ambivalent about which I use.
If done properly, your decal film will completely disappear from view.
