I'm planning on building a Pz. IV D in the North African theater. What I need to know is, which infantry figures would be correct to place beside it?

Depends on your pocketbook brother. There are stupendous figgies available from Alpine but you pay for what you get(as it should be).
There is also a pretty good plastic set of figs from MB.

I would go with the MB figs if it's going to be a battle scene. They might not measure up to the Alpine ones, but the poses are great and MB has really come a long way since they first started in terms of quality.

I don't want to represent troops fighting. I was thinking of using either this set
or a couple of resin troops.

Tristar, as you have found, do that set, and I think there is at least one other. Dragon do several, in some of which the figures aren't too bad if you use some Hornet or Verlinden heads. IIRC. there is also a set showing a couple of troops using a small stove.
