Will the Mr Hobby paint retarder work work with the Tamiya lacquer's ?

if you mean levelling thinner - yes. I use it all the time with Tamiya paints.

I wanted to make sure they were compatible, I did not want to mix it and make a mess. Reason I asked the Tamiya surface primer is drying on the way to the model. tried the Mr Paint retarder and solved the problem .

I'm under the impression Mr. Leveling Thinner is Mr. Color Thinner plus Mr. Paint retarder mild. I just want to use Mr. Retarder mild, and it worked . The smell, it's worse than the Tamiya .if you mean levelling thinner - yes. I use it all the time with Tamiya paints.
