Legends T-54 spider wheels- different sizes?

I opened a package of the Legends T-54 Spider wheels and noticed that there seems to be two distinct sizes. Is this supposed to be or is it shrinkage from a couple different batches? The smaller-ish ones seem to be a different color resin. Just wondering

If different color resin, sounds like shrinkage between batches.
