Ummm . . . wouldn't that be quarter-inch scale?
It's not really 1:4, which "quarter scale" suggests.

1/48 scale is also refered to as Quarter scale occasionaly
"This scale is defined by dividing an imperial foot into 48 equal parts which gives you 1/4". So 1/4" equals one foot."
