How do i get rid of the decal watermarks? I use micro set on the decals while placing them.

Hmm. Unfortunately I am going to have answer your question with questions.
1. Are you applying your decals on a flat/ matte finish? Decals should only be applied to a glossy or semi-gloss surface. Also, applying liquids to a matte surface can also leave tide marks, which are darkish marks where the liquid has been. These can sometimes be removed with a damp brush and careful rubbing.
2. If you are getting white-ish marks around your decal, this can sometimes occur is drips of setting solution has been left on the model while it dried. No worry, a brush damp with more setting solution can wipe away the marks after the decal is dry.

Im using tamiya olive drab. I use a wey cloth to try and clean it off but that left a shiny spot. Im trying to uplaod a photo but my phone is being really slow! Would it be alright to just use my airbrush and spray the whole tank with water to make it match or would that make it worse? Im new to all of this!

You applied the decal over a matte surface and that's why you got tide marks. I don't understand why you'd want to spray the tank with water. That will do nothing.
Remove the decal, apply a glossy coat and start all over again. Or, you can weather the tide marks so that no one can see them.

Ok Rich,
You have painted your model with Tamiya paint that is flat.
Decals don't usually stick properly on the flat paint and
the area should be glossed before you apply decals. The
results will be much better.
So you can get some Tamiya gloss coat but I would recommend you
get a bottle of Future acrylic floor finish, it is now called
Pledge with Future or Pledge floor finish, a huge bottle for
about $7.00 that will last you for years.
Also as you will start to explore washes and weathering,in
the future, this product will be necessary to protect paint
layers as you go along.
This stuff brushes on or can be airbrushed.
So when applying decals and using flat paints, use the following steps:
Paint your model.
Apply some glosscoat(Future)to the area your want to decal.
Apply decal with Micro set and Mirco sol(for rough surfaces).
Apply a second layer of glosscoat to seal the decal.
Apply a flat coat to bring the area back to a flat finish.
If your decals on the present model are not silvered, wipe
gently with a Q tip moistened with water to remove any
residue, any shine can be removed by coating area with
a flat coat...ie Tamiya, Vallejo, Pollyscale(Testors)etc.

If I'm painting flat colors and have to apply decals, I make a photocopy of the decals. I use the copy as a mask when I cut out the shapes of the decals I am placing o the model, and buff with an artist's stub until it is semi-gloss. The decals stick without using any solution other than water -- no silvering.

Just curious since Google does not give any hits....what is
an artist's stub?
And how do you handle decals that are to be placed on rough
surfaces ie rivets, grills etc?

Why do you want to do that????? X21 is used for making a glossy paint matte.

DO NOT USE XF-21 OVER ANYTHING!!!
As Chrisk K said, it is used by mixing it into GLOSS paint to
make it Flat.
As a FLAT coat use XF-86 which is a FLAT Coat.
You can brush XF-86 or spray it on.

So after seal up the decal with clear coat, what u do in next step if u want a matt surface (armor vehicle).

I have never tried mixing Gloss clear coat with Flat base...
well... give it a try and see what happens...but...
NOT ON A MODEL!
Try on some painted scrap plastic and see what results.
