After painting a side skirt of a Hetzer, I found a few tiny scratches. They are visible through paint.
Which would be my best option?
1. Spray the base coat a couple more times.
2. Strip the paint, sand it and repaint.
3. Use Mr. Surfacer. Do I have to strip and paint and spray Mr. Surfacer?

Get some typewriter correcting fluid (white out) and apply over the scratches and let it dry for a few hours. Then lightly sand, and repaint. Obviously it is better to catch this when the model is still in primer. But it is a good, quick, easy way to fix minor scratches and divots.

Or just leave them and chalk it up to the scars of a prior battle that have been painted over. On actual vehicles, the crews don't worry about filling scratches and dents when repainting.
