ESCI used to have a 1/35th set of partisans.
Found this on ebay. Has some awkward poses, could work.

Hi Frank,
it's very difficult to find zombie figures in 1:35 or 1:32 scale.
I am searching for ages and did not find any - mostly the figures are to large or have strange poses or both
in 28mm to 32mm you will find more than enough, but this won't solve your problem, right?
There are some civilian figures for WW2 in resin, but as you know they are expensive!
By the way, what did you find in 1:32?
Cheers
Thomas

I don't know if these would be any good, but Preiser has these 1/32 scale pre-painted figures that the railroad modellers use. I was wondering if anyone has ever had any experience with them an knows if they are hard plastic.. and if they can be stripped of the paint and re-worked or converted?
They also seem to be a little expensive, I guess, but there's really not much out there

Both MiniArt and Masterbox make styrene 1/35 civilian figures, but are WWll era. They could be used as rural folk dressed in out-dated clothing, or modified into modern day. As an afterthought, MiniArt also makes a couple of sets of Panzer crews at work, and changing tank tracks. Some of these figs are in shirt sleeves, and sleeves rolled up. These could also be modified into modern civilian workmen/zombies/good guys.

Preiser offers a few civilians in 1:35 scale. They area bit on the big and bulky side and their clothing is mostly good for times up to the sixties or early seventies in more rural parts.

I have that set and they are very nice sculpts and characters. However, they are scaled to approx 1/30. The The Walking Dead, Walker Horde set is also appox 1/30 scale.
spartan01, I suggest working with various figure sets from Master Box LTD
http://www.mbltd.info/models.htm
see the German Captives and the Hand -to-hand combat set, to name a couple.
And MiniArt, German Tank Repair Crew http://www.miniart-models.com/HQ_IMAGES/BOX/1_35/35011.jpg
Sound like you have a fun project ahead of you

I believe that you can also get the Preiser figs unpainted at a much cheaper price.
