G'day all
Sometime soon I am hoping to start a build for the fourth "what if" campaign.
I will be modding an m48 or Chaffee tank to be atomic powered as an example of something from the Fallout : New Vegas world. A game set after a huge nuclear conflict between China and the USA. Only a handful survive and leave their vaults to a world in chaos...and full of huge mutated bugs!
I would love to have a figure like this :
Don't really have much to do with figures, so can those who know direct me to a figure that could be modded etc that would suit my needs.

There are three figure kits in 1/35 based on the S.T.A.L.K.E.R. games series that I know of and you might have some luck repurposing them for what you have in mind. though I have not played any of the Fallout games so I do not know how similar figures from the two games would be.

it's difficult to find figures in that scale to fit into your scenario.
There are some post-apocalyptic girls available from "ANT Miniatures" and there's a guy in germany, who will cast some figures in 2014 (if everything goes well).
You can see some images in this forum-thread:

It would be easier in 28 to 35mm range, there you will find tons of figures.

I've been looking for some Fallout-style figures too but to no avail. Some Brotherhood of Steel power armor or an NCR Ranger would be nice! :-)
The easiest thing to do for a Vault jumpsuit would likely be to use a tank mechanic, or other figure in a jumpsuit and mod and paint that.
I used my Google-fu and found some dios where people modded figures into Raiders and such, but nothing really off-the-shelf.
Here's one that I found that might help with some ideas:

There is even a Nuka-Cola Quantum bottle glowing on a the store shelf!
I have the ANT Stalker 1 figure, and it's beautiful. It would take some work to make it fit into a Fallout setting though. The outfit is more like Wasteland settler clothing than a Vault jumpsuit, but you could certainly make it work.

That would be my recommendation also...use auto mechanics for the jumpsuits. There are some 1/24 auto mechanics in jumpsuits and there are a few 1/24 police and WW2 kits with guns...or you could use 1/35 scale.
You could also purchase some Warhammer 40K figures, sand down the insignias and decorations, and modify the armor to match the power armor. They may not be a close match, but they're probably close enough. There are also Action Figures of the Brotherhood of Steel.

And that Fallout diorama is awesome.
I have actually looked at some Soviet ww2 tank crew figures as they wore a jump suit type of garment, that could be easily modified.
Will have a look at some Warhammer figures too, and also managed to score a nice scorpion off evilbay that will be painted up as a radscorpion.

Heller had a line of plastic kit insects in large scale. Not sure of the scale, but the Rhinocerous Beetle is about 5 - 6 inches long. A bit basic but with TLC will make a great atomic-mutated insect in 1/35, ie. '50's movie 'THEM'.

I actually scored a really nice scorpion off of Ebay, it's just like Fallout's radscorpions. I will just have to paint it a bluish / grey so it looks like the ones in the fallout universe.
The movie you mention "Them" is actually one of the chapters in the fallout 3 game, where you have to take on giant fire breathing mutant ants and the mad scientist that created them.
