I am building Tamiy's M2 Bradley, and have done some panel scribing. In the process of scribing the skirt lines, the tool slipped a few times, so there are 3 or 4 scrtahes on each. I painted the skirts and they are quite visibe. Should I try to fix it, or leave it and try to make it into battle damage?

I would make it battle damage. It would be easier than trying to fix it and will give it some character.

Well then what should I do to the scratches to make them battle damage? Make them bigger, add rust?

Show me a piece of Armour that hasn't been damage in battle. That is the best part of building Armour. You can make it what ever you like. Little ding there... little nick here.. Missing piece here. And ta-da! You have a wicket Armour piece that is battle harden. Use your imagination. And have fun.
