Does anyone know if this tramcar by Miniart is WWII or modern or perhaps both?? Thinking about a WWII diorama with a tramcar in it, but if it's modern will forget about it.

The 641 Strassenbahentriebwagen was first build in 1913(!) and served in some cities in Germany to the mid 1960ties. This means a lot of possibilities to use them.

Could the German version kit be modeled as a WWII era Russian tram or is it too different?

The 'German' tram, to the best of my knowledge is the original tram; which was discontinued, with the addition of German signage.
Wouldn't be surprised if some aftermarket company made different signs for it (British Russian and French?). Or maybe Frederico will do his normal print-ables?
I guess you could always make your own too.

In cities like Prague, for example, there are still a number of trams of this type. Go to Lisbon and the trams are definitely 1920s.
MiniArt's tram would be equally at home in any diorama until (and beyound) the invasión of Czechoslovakia.
IMO, and i'm no expert, what they've done is to produce a model which is sufficiently 'generic' to be only limited by the imagination of the dioramist - kudos!
@Christopher, this kind of tram was never used in Britain. Here's a tram from Glasgow:
