How to paint stippled textures

I'm about to paint some German WWII mess kits, and from the reference photos, it looks like they are textured with a rough wool-like material. I'm curious how people recreate that texture with paint.

Any thoughts/pointers/links/tutorials would be greatly appreciated!

It would depend on the scale, but I believe Mr. Surfacer should do the trick.

Have any photo's so we can get what ya mean? Do you mean the "canteen's"? If so, maybe like what Matt said, Mr.Surfacer..or..put the paint on thick then lay 240 grit sandpaper over the painted surface, then remove the sandpaper right away..leaves a similar textured appearance? Or dab with sandpaper or a fine sponge?

You could use Rustoleum Terra Cotta textured spay paint from a rattle can. I use it for non-skid surfaces on AFV's and it works great. Paint over it with what ever colour you want and voila! .. a textured surface.
