what happened to those '1117s?! They look like they have been hit with gamma rays, AKA the 'Hulk'.
I notice that the turret has no armerment in it; has it not been fitted?

It almost looks like it has had the Oshkosh TAK-4 suspension installed. The tires are the same.

The hull length has been increased (+ 60cm), just like the ground clearance ( + 20cm ). More info here :

Reminds me a bit of the Canadian Army TAPV. Headlight and roof arrangement is different, but the overall lines look pretty close:
